Our Team
JULIE DEVEY OBE
Co-Founder
Julie@killedwomen.org
Julie’s daughter, Poppy Devey Waterhouse, was murdered by her ex-boyfriend on 14 December 2018. This devastating event propelled Julie into work on Violence Against Women and Girls (VAWG). Believing the sentence handed to her daughter’s killer did not reflect the seriousness of the crime, she began gathering data to support a campaign for fairer sentencing.
In 2019, Julie joined forces with Carole Gould, and together they successfully campaigned for sentencing reform. In November 2022, she became a Co-Founder of Killed Women, contributing to its campaigns, communications and steering groups. She served as Chair of Trustees from 2024 until March 2026. Julie was awarded an OBE, alongside Carole, in 2025.
Julie has said that meeting members of government has been interesting and enlightening, but that meeting new family members who reach out to Killed Women remains at the heart of the organisation’s work. For her, the driving force is being a valid voice for loved ones who no longer have one. Since 2016, Julie has been working as a Senior Registration Officer. Prior to this, Julie was a primary school teacher.
CAROLE GOULD OBE
Co-Founder
Caroleg@killedwomen.org
Following the tragic murder of her 17-year-old daughter, Ellie, in 2019, Carole transformed her unimaginable grief into a powerful, relentless pursuit of justice. Determined to prevent other families from experiencing similar tragedies, she became a passionate advocate for reform in the way Violence Against Women and Girls is addressed, and became a Co-Founder of Killed Women.
Carole has been instrumental in campaigning for changes to domestic homicide sentencing, helping to secure significant reforms that better recognise the seriousness of these crimes. Her tireless advocacy has brought her into close contact with government ministers and policymakers, challenging systemic injustice and pressing for meaningful change. In recognition of her campaigning work, Carole was awarded an OBE in 2025, alongside Julie, and named in ‘Women in Westminster: The 100’ in 2026.
Carole’s advocacy continues to be driven by her deep love for Ellie and her commitment to saving lives. Alongside her campaigning work, Carole is an area property manager, overseeing property portfolios. Outside of work and campaigning, she finds solace and joy in horses, long country walks and relaxing at local pubs.
